The Democrats were, then President Johnson signed and passed the civil rights bill along with Republicans. That was back when The Republican Party was a proud old Party Then all the Democratic white racist moved over to the Republican Party who had open arms and they have been there ever since. Just Google the history and how many the blacks have been a part of congress in ether house of the Republican Party since 1965.
