That's the 10th Amendment to the Constitution.  It's very clear from that single sentence that the states have wide latitude for exercising power but the federal government's range is very narrow. 
That was then, this is now. Imagine that a Congress and a President passed a law mandating that every American must go to a Christian Church on every Sunday or pay a hefty tax. According to the liberals on the SC, even if this mandate is found unconstitutional, the government still has the constitutional authority to tax those who fail to attend Church.
Constitutional Law...So easy even a caveman liberal can do it.
The Founding Fathers established the first Dept. of Homeland Security. They called it "a Well Regulated Militia."
