What "clean bill" did SCOTUS deliver? The scheme was ruled unconstitutional as an exercise of the commerce clause, constitutional as an exercise of the tax power. The scheme, therefore, was adjudicated to be a tax, exactly what O had repeatedly assured the public that it was NOT. It would never have passed if billed as a tax increase. Ah, one more Obaman lie!
