I'm not a leftie but a lib-leaning independent, and I can say that there's a problem with this line alone:
The baseline each year will be based on a insurance companies regional bids with the government choosing the second lowest bid as the baseline.
Second lowest? EACH year? O_O Too volatile.
Sound like a good plan?
