Prior knowledge doesn't make the host countries provide sufficient security to embassies and consuls. A consulate was the thing that was stormed in Libya, not the embassy. It is the host country's responsibility.

If the foreign papers are correct, (note I said IF) and there was anywhere from a week to 48 hours warning what did the state department, the administration, or the local embassies do to provide safety for those who worked there.
