The Obama team is woefully behind its own schedule for implementing features of the legislation. The critical regulations outlining what the Obamacare insurance benefit will look like was supposed to be out more than six months ago. Now it looks like this regulation won't be dropped until after the election. This is just one key aspect of the program that is way behind the administration's own timeline.

This is both good and bad news.  It's good because it gives Romney and company more time to kill Obamacare before it goes into full effect; although I seriously doubt they will kill it completely. If Romney wins, and it's looking increasingly like he won't, I bet they only dismantle portions of it because it will be politically unpopular to trash the entire thing.

The bad news is that delays in implementing Obamacare also delay any economic recovery.  I have a hunch that the biggest reason for the sluggish economy is the monstrosity known as Obamacare looming over business and industry.  Business leaders are reluctant to plan for the future with a zeppelin sized set of rules and increased costs blocking a quarter of the sky.
