Sounds very much like the corruption in Haiti. I watched a Tavis Smiley show where Sean Penn was the guest and he's been heavily involved in Haiti relief. Corruption is what he reported and had a similar opinion of NGO charities...not to mention the scandal of child trafficking we've heard regarding a church charity.  It's this sort of shenanigans that make a person wonder.
