There's nothing wrong with an ID requirement as such, but passing such a law that doesn't call for a year's worth of grace period in which the state issues all of its citizens such an ID first is a crock of bollocks.

Look at it this way.  Such a law assists all citizens by facilitating their right to travel [by air].
