Odd, business found a way to expand out west, in cities, etc, long before government built roads.  Just how did they do it.

They didn't do that, actually. New York can lay claim to the Erie Canal, not any individual business. Same is true of the transcontinental rail road.  Take a wild, wild guess where the corporation personhood bullshit came from. That wasn't declared by a business, that was declared by a government's judge.
