When does new President budget start changing the Previous presidents budge policies. The Federal Fiscal Year starts, and summaries for each budget from FY to FY ... It runs from October 1 of the prior year through September 30 of this year. So President Obama Policies were not in effect until his 1st budget on Oct 1, 2009. So when the lame Romney talkers,  ask are you better off today than you were four years ago the answers has to be yes. Four years ago was September 3, 2008. so let us look at what the conditions were back during the Bush Administration on September 3, 2008 and then lets us be fair and compare it to September 3, 2012 after President Obama 3 years of his policy being enacted. kentay

I know housing starts are up and property values have stopped tanking, too and domestic manufacturing is up as well, although the destruction of property via natural disasters may have quite a bit to do with that.  Nonetheless, looking forward to this sort of "October Surprise".
