Seems to me Obama made at least a semi-palatable move on this issue with his Cash for Clunkers program. It's the best Congress could pass at the time, and we all know how much cons were outraged that anything was done about it at all.

Cash for Clunkers pushed 2010 new car purchases forward into 2009 at great taxpayer expense.  What do you think that accomplished, other than increase the budget deficit?
