It is not.  It's a premium support system, the same system used in the Federal Employees Benefits Program and Medicare Part D.  The entire Obaman attack on Ryan is just a tissue of lies, but are we surprised?

There are many Americans who believe two things about where things stand right now: The Romney-Ryan approach is unacceptable, and the status quo is unsustainable.
