If obama did such a bang up job why do many Americans feel they are not better off than 4 years ago and the majority of Americans think the country is headed in the wrong direction? When does new President budget start changing the Previous presidents budge policies. The Federal Fiscal Year starts, and summaries for each budget from FY to FY ... It runs from October 1 of the prior year through September 30 of this year. So President Obama Policies were not in effect until his 1st budget on Oct 1, 2009. So when the lame Romney talkers, ask are you better off today than you were four years ago the answers has to be yes. Four years ago was September 3, 2008. so let us look at what the conditions were back during the Bush Administration on September 3, 2008 and then lets us be fair and compare it to September 3, 2012 after President Obama 3 years of his policy being enacted. kentay
