Huh?  How do you know what it would or wouldn't do to the unemployment rate?

Because, as we've all agreed at this point, the only jobs affected by what scant bills on that list actually talk about jobs are specialist jobs in only one industry. It doesn't address the national unemployment situation and thus is just a drop in a very large bucket.
