--------In order to create a working society which benefit the entire human race, which I believe is what all but sociopaths desire, some ground rules would have to be enforced.--------

"I did not say barring the teaching of religious doctrine only the teaching of it as fact and there is a world of difference. When children are raised to believe in false assertions it often bars further knowledge."

How do you propose enforcing "Rule 6.) No teaching of any religious doctrine or theory as fact..." ? Would there be undercover police assigned to every church, mosque and synagogue to monitor what is taught? Or would citizens be recruited to report their fellow citizens for violations? What about in the home? Would children be taught in the Govt schools to turn in their parents if religious doctrines are discussed at home?

I would propose enforcing it in much the same way we enforce not teaching the flat earth theory. If taught at all in schools we would also have to teach the opposite evidence such as the borrowing from Berossus and Manetho, the legends of the Shasu and Sumerian material. We should be teaching things such as "The Sentences of Sextus anyways which is a collection of Greek wisdom sayings and after that, for someone to teach that the tale of the flood/Abraham/Solomon/Jesus etc are factual tales from antiquity, it would be about the same as teaching children the earth is flat.
You're not answering my question.
Ted asked you about Rule 6 ban on teaching religious doctrine. He asked "No teaching where?  Could a parent instill a belief in faith in his or her own child or would that be a violation of your rule?"
You replied:"No teaching in Church or any other public facility."
Again I ask you: How would you enforce your rule that no teaching religious doctrine in a church? Would there be undercover police assigned to every church, mosque and synagogue to monitor what is taught? Or would citizens be recruited to report their fellow citizens for violations? What about in the home? Would children be taught in the Govt schools to turn in their parents if religious doctrines are discussed at home?

How many times do I have to answer the same question?
No teaching of dogma as fact in Churches or any public facilities since it is not based on fact.
That could be remedied in many ways such as a plaque in all Mosque, Churches and Synagogues stating that there is no evidence for any God and a plethora of evidence the holy books are based on plagiarism, hear-say, wishful thinking and primitive superstitions.
When it comes to what parents tell their children it is not the business of the government.
